The Council is holding a public hearing on proposals to the Commercial and Residential Energy codes addressing the possible federal Energy Policy and Conservation Act (EPCA) of 1975 preemption (42 U.S.C. § 6201 et seq.) based on the recent U.S. Court of Appeals for the Ninth Circuit ruling in CRA vs. City of Berkeley
