SECTION: Chapter 29 and Table 29-A
QUESTION: 1. Does Chapter 29 and Table 29-A require unoccupied buildings to be provided with plumbing fixtures? For example, are toilet facilities required for unstaffed Group S occupancies such as: (1) S-1 occupancy – unstaffed mini-warehouse/storage; (2) S-1 occupancy – fiber optic switching station with only maintenance visits two days per month for programming by people employed elsewhere. 

2. Section 2902.3 has been amended so there does not appear to be an option on providing toilet facilities for unstaffed "S" occupancies. Are toilet rooms required in unoccupied spaces where no individuals are employed?

ANSWER: 1. No. It is not the intent of Chapter 29 and Table 29-A to require toilet facilities in buildings which are not occupied. For buildings which do not specifically fit the list in Table 29-A, the building official should refer to Section 2902.1.1 and UBC Section 104.2.8 as a basis for determining fixture requirements including whether fixtures are needed or not.

2. No. See answer number 1 above. Where it is determined that no fixtures are required, Section 2902.3 would not apply.
