STATE BUILDING CODE INTERPRETATION NO. 98-04

CODE: 1994 State Regulations for Barrier-Free Facilities
SECTION:  Section 1106.4.7.7, Curb Ramp Orientation
QUESTION:  The Code states that diagonally oriented curb ramps are prohibited. Please refer to Diagrams A and B. The curb ramps in Diagram A provide ramp surfaces that are perpendicular to the curb edge. In Diagram B, one of the curb ramps is perpendicular to the curb surface, and the other is at an angle to the curb, creating cross slopes that may be more difficult to negotiate. Do the ramps shown in Diagram A meet the intent of Section 1106.4.7.7?
ANSWER:  No. In addition to the language stating that diagonally orientated curb ramps are prohibited on private property, there is also a statement that curb ramps be oriented in the same direction as the pedestrian flow of cross walks. The intent of the section is that the ramp itself not direct an individual into an unmarked, and therefore more hazardous, portion of the vehicular way. One ramp depicted in Diagram A does not meet this intent.
