SECTION: 

Section 1103.2.2, Section 1112 and Section 2902.3

QUESTION: 

Section 1103.2.2 requires that an accessible route connect all buildings on a site. Section 2902.3 allows the building official to utilize an existing restroom for a required restroom in a new facility provided the facility is conveniently located in an adjacent building on the same property.

1. If a new structure is added on the same property as an existing building, does an accessible route of travel need to be provided between the two buildings?

2. If the new building utilizes the restroom facilities in the existing building do the existing facilities need to be brought into compliance with the restroom requirements found in Chapter 11?

ANSWER:

1. Yes, if a new building is added to an existing site containing another building, an accessible route of travel under Section 1103.2.2 must be provided between the buildings.
 
2. Yes. The addition of a new building on an existing site would constitute an alteration to that site. Under the provisions of alterations in Chapter 11, the path of travel to the altered area must be made accessible. Restrooms are, by definition, part of the path of travel. Please note that under Exception 3 to Section 1112.1.2, the building official does have some latitude to modify this requirement.
